Schedule compliance is the share of the work you planned for a period that actually got done in that period. It measures the planning process, not the technicians. A low figure usually means the schedule was never realistic.

Do emergency jobs count against schedule compliance?
They are not in the numerator, because they were not scheduled. Their effect shows up indirectly: the hours they consume are hours that planned work did not get, so a week full of breakdowns produces poor compliance without any single job being at fault. That is the signal working as intended.
Should I measure compliance weekly or monthly?
Weekly. A monthly figure lets work drift three weeks late and still count, which defeats the purpose. Weekly measurement is also what makes the number actionable, since you can still do something about Thursday on Wednesday.
